Multiple users on one account? (cookie-based baskets)

I'm working on a cart that needs multiple users to use one account. However, Zen Cart saves the basket information in the database rather than in a cookie.

I've searched and been unable to find anyone else on the forums or contributions that's attempted this. Am I missing something, or is that truly the case. I don't want to do a bunch of work if it's already been done before.

If multiple users use one account how can you know what "user" placed which order on that account?

Perhaps elaborate on what and "why" you are trying to do this?

We receive the user information later via a purchase order. The customer doesn't want to manage a bunch of users.
