Blank Page on Save System Settings

Running v1.3.9h on new install
No add-ons
No customization
Checked tutorials on install and searched forums
Multiple checks on folder permissions

Problem occurs when clicking on Save System Settings (zc_install/index.php?main_page=system_setup) which goes to a blank page. Repeats on every attempt.

Checked error logs and set error display on, but no errors.
Running on Cloud Site (Rackspace)

Not my first ZC install, but haven't seen this behavior before.
