You could make a Zone Definition for Canada only ...
Then decide if you want to allow the Billing to be from anywhere and the Shipping to be to Canada only ... or, do you want both billing and shipping to Canada only ...
Add the new Zone Definition that you set the DETAILS to be for Canada Only on the Payment and/or Shipping modules that you use to filter who may use them ...
