strange error when trying to login to admin

This is my first time trying to login as an admin, and I get the following error message:

Fatal error: require() [function.require]: Failed opening required 'includes/application_top.php' (include_path='.:/usr/local/lib/php:/usr/local/php5/lib/pear') in /home/jdonoghue/fullerdomehome.org/cart/admin/index.php on line 10

Installed properly and front end looks fine:

Any help is appreciated.
