Now if they say NO, the Product cannot be added to the Cart ...

That will work perfectly. I cant seem to add it though. I think I am doing something wrong. Is there a tutorial on adding attributes?
I am more or less in the same boat. I need a good tutorial for attributes unless I am on the wrong track. I need to add an environmental fee for tires. Tires sold in CA. All I am selling is tires so i would like the fee added to each tire individually. I can easily just add the fee to the database as I update and load it but that will be a little time consuming. I would like it to be auto. I have tried or I am trying to use numinix modules at this time but they seem to be overkill for what I want.
Help or suggestions appreciated.

Go to the Attributes Controller ...
Find the Product with the Attributes you want to copy ...
At the top is a button to Copy to Categories which will copy ALL attributes of the current Product to ALL the Products in the Category that you select ...

OK, I have the Numinix module working now but it is good for groups only. I need the fee to be added by state. Ca as an example charges a retailer 1.75 per tire sold. I want to pass that on to the customer by State.
I have tried the State_zone_ shipping module but that wont work because it is for shipping unless it can be modified to add to the total as an extra shipping cost.
