Free Shipping won't turn off

I'm sure where to look. The site offers Free Shipping. I created a zone for AK and HI to offer flat rate. I changed the existing zone to exclude AK and HI but the site still shows Free Shipping for all states.

I even tried removing the Free Shipping module (from the admin) but it still shows up.
I tried the Classic Template, same thing.

I'm not sure where else to look to fix wherever someone did to set Free Shipping all the time. Suggestions?

Could you peek in the Modules ... Order Totals ... and see if on the Shipping ot_shipping you happen to have the Free Shipping on Orders over $XX enabled?

What shipping modules do you have installed?

Free Shipping For Orders Over
$0.00

Provide Free Shipping For Orders Made
both

Is this why it's offering free shipping and the modules have no effect??

If you don't mind me asking, what's the logic behind having the settings here AND in the shipping module?

That is correct ... you have stated you want Free Shipping on Orders over $0.00 for both National and International addresses ...

Set that to Enable False ... and it will turn off ...
