There are two php.ini files on this computer:
/etc/php5/cli/php.ini
/etc/php5/apache2/php.ini

both contain the following information:
[Date]
; Defines the default timezone used by the date functions
; http://php.net/date.timezone
;date.timezone = America/Los_Angeles

Doesn't ; comment it out?
Try removing the ; at the start of the line
