help with setting up shipping modules

Hi, I'm new at this.
I've been trying to set up shipping options for my store. I'm located in Finland, and I want to be able to ship to Finland, Europe, and the rest of the world (minus a few countries). I uninstalled all shipping modules except Table Rate and Zone Rate. I defined the table in Table Rate for Finland, and I m planning to use the Zone Rate for Europe and the rest of the world. Now I have the Table Rate sort order on 1 and I put the Zone Rate on 2 but the problem I have is Zone Rate is green, and Table Rate is yellow, so I m not sure what this means, is there something I did wrong? Also I wanted to enable store pick up for one town in Finland where my shop is located, is that possible?
Any help would be nice, I have the zen cart book, which gives good info but doesn t help troubleshooting.

thanks for your answer, but this link you provided is for free shipping, so I don't really understand how it can help with Table Rate and Zone Rate, or maybe I missed something in it.
Can you tell me?
