Sorry not shipping to your zone

I have free shipping only enabled in 1.3.9 cart.
I am using paypal express checkout.
The site has a taxable zone set for new york
I have a paypal account and even though I live in Texas I was able to purchase the product. Another client living Michigan, that did not have PayPal account, entered their shipping info into the pay with credit card option but received the "sorry not shipping to your Zone at this time" when processing their order.

How can I removed this flag

make sure that you havnt selected tax zone for your free shipping
