i have a question about that post you said
4 If using Tare Rates on some settings, for International to work you will need to edit the usps.php file and change the rounding from 3 to 2 ...
and you put the code in can you explain it to me little bit more i am bit confused about it ???

i made the picture of my problem i circled it . i want to know how can i edit out per item the best way option how do i edit it and then the problem with usps

Edit the file:
/includes/modules/shipping/usps.php

and find the line:

$shipping_ounces = zen_round($shipping_ounces, 3);

change the 3 to a 2 so it reads:

$shipping_ounces = zen_round($shipping_ounces, 2);

ok i got it to work now how can i fix the ounces and weight

i also want to know when it is one pound why it say 1 x 4.00lbs and when it say 2lbs it 1.5.00lbs . that is confusing

Check your settings on the Configuration ... Shipping/Packaging ... if you do not want to add extra weight, then set the Tare Rates to both be 0:0 ...
