Problem with USPS_ver1-5

I'm using v1.3.9h, and site is up to date.

I wasn't receiving quotes from USPS server for international shipping rates so I uploaded the usps_ver15 files, since I assumed USPS has changed something again on their end which affects the existing module.

Now I'm seeing the shipping quotes, but in my admin area the shipping modules section no longer shows the Edit area on the right (see screen shot below). I can change back to the old files (by renaming them) and it then appears.

Any idea what is causing this?

Also, when I check the source code, it appears the page is not complete. This is the last few rows of HTML:

Check your directory:
/includes/modules/shipping

make sure you do not have extra files such as backup copies in there as this is an auto loading directory ...
