Create a new SideBox - How ?

I want to create a new sidebox that I can put some html code in. i.e. not a banner side box, just a plain sidebox, that's a permanent part of the page. Any ideas on how this can be achieved ? Step instructions preferred. Can't see anything in the tutorials or on the forum about how to do this.
