Header Sales Tax Will Not Appear

Zen Cart Version 1.3.9
I have created the header file (holiday) under the

includes/languages/english/CUSTOM/header.php

and in the Header_Sales_Text have entered info but it will not show up on the site http://signtimesign.com

I want it to be a header marquee similar to the one shown here:

treasuretraders.us

I'm sure it is something I am overlooking, but not sure what to do.


I am quite sure I am using the right coding as I copied it straight from header.php under English

Okay, thank you; I did fix that using the css under my custom template but it is still not working.

I must be editing wrong stylesheet from source code; I'll see if I can figure it out.

Okay, source code now shows the display none is now gone, but still not showing up.
