free shipping for specific zip code, flat rate otherwise

Is there a way to offer free shipping to a specific city or zip code and then offer flate rate shipping for the rest of the US?

I have tried creating a zone with the city name but I must be missing something b/c the free shipping is not showing as a shipping option in the cart.
