For "SEO", it makes no difference exactly how the elements are positioned; that is just relevant to human users. Where the code that generates the social links is placed in the page source might make some difference (or maybe not).
There is no need to alter the position of the <h1> code in the page source in order to change the page appearance. Usually that can be done with CSS rules.
