Payment method not showing on checkout

I need to enable paypal and credit card payment options to my store,but when I go to the checkout page, it does not give me an option to choose between paypal or credit card. It takes me to paypal no matter what. Please help! I needed this done like last week!

I am using Zen Cart v1.3.9h/v1.3.9h
I have no add ons
I have disabled every payment module EXCEPT for "PayPal Website Payments Standard - IPN"

When the customer gets to the PayPal site, they will be asked do they want to use/create a PayPal account or use a credit card ...

Have you tested this to see how it works?

Note: PayPal Express would be a better choice than PayPal IPN ...

No I have not tested it yet. Thank you, I will try out Express.
