Connection to Database failed - system error: 110

Hey, im attempting to setup my database, but i keep receiving "system error: 110"

i set my database host to namecheap, dns1.namecheaphosting.com
i went on my cpanel and in mysql i created a user name and password to a database.
i am entering the correct database name, but i keep getting this error.

Firstly, why on earth are you installing V1.2.x ????

As for your problem, as a general rule the database host is normally set to be 'localhost'. One of the rare exceptions to this is if you are hosted with godaddy.

That's the DNS server, not the database host. Who told you to use that? Hopefully, it wasn't your host.

Sorry, im using 1.5 not 1.2 aha.

guess i got confused with the host name, tried localhost and still nothing, here are some screenshots

Note: i also tried using the user "lochos_lochos"

In cPanel, when you add the user to the database, you must assign ALL permissions.
