limiting downloadable products by region

Hi guys, I'm new here!

been getting my head around zencart recently and most problems ive come across ive been able to resolve by lurking on the forums, but this ones got me stumped...

is there a way i can limit downloadable products to customers in certain countries or regions?

My client wants to be able to do this, but im really stuck on how to even think about implementing it!

I am guessing that the way you need this to work is a limit of the Download by Country/State on a "per Download basis" ...

If so, you would be best writing a new database table where you set the Download/Product and what Country/Region either can or cannot get the Download then have a lookup against this new table based on the Order Billing address to determine if the customer can or cannot complete the checkout ...

This is not built into Zen Cart and it is probably not something that can just be asked in a forum post to develop this as it would be quite a lot of work to develop this ...

It is not necessarily hard but rather in depth and involved to write something like this ...

Damn, ok thanks Ajeh for your help. looks like this is unachievable for me currently though, the database side of things is the main bit im still quite daunted by haha.
