I recently made these changes to my site:

To allow certain items to be free shipping to the US only but I want also a certain money amount to be free shipping worldwide. I have had my store for about 3 years and this has never been an issue (I had free shipping worldwide on orders of $30 or more) but now that I have added this add on, if you will, and changed the total to $40 worldwide, it's not giving international orders free shipping.
