Default Blank Page / First Time Installing Page

I am on GoDaddy's hosting package and am running Windows IIS 7.0. I installed the latest version of zencart and built the site. Once I had finished building the site I wanted to move it to the root folder, so I then did that and changed the 2 configure.php file's to point to the correct directories. It then showed up a blank page. I called godaddy they said I needed to Move the files back to the zencart folder. So I did that and now I am getting an error as if it was never installed. I need your help in fixing the site and getting it back online.
I am willing to pay if needed I do not mind. The most important thing is getting the site back online.
Oh I forgot to mention I re-loaded the original configure.php files after moving everything back to the zencart's folder.
GoDaddy looked at everything and set I had done everything correctly and they couldn't figure out what the problem was and told me to download the whole site, uninstall zencart then re-install it, then upload the entire site again, however I don't see how that could help :x
    Thanks a lot.

I know this isn't what you want to hear, but you've made two major blunders here. GoDaddy is the last hosting company you want to run an ecommerce site on. If you haven't paid them a ton of money in advance (or maybe even if you have), you'll be a lot happier if you change hosts.

Zencart will run on Windows servers, but it likes Linux a lot better, and you generally won't have server side issues with a properly configured Linux server. Even if you decide to stay with GoDaddy, have them move you to a Linux server and try installing Zencart again.

Okay, Yea, they are paid 24 months in advance. I may be able to have them move me to a Linux environment, however, is there any way to re-pair the site as it is?
Also thanks for your timely response.

I've never used IIS with Zencart, so we'll have to wait for someone who has.

Your blank page is a result of a PHP error occurring. https://www.zen-cart.com/tutorials/index.php?article=82

Your problem of it showing as if it's never been installed is a result of invalid data in your /includes/configure.php file.

While IIS is the last choice for a hosting platform, these problems you're talking about aren't specific to IIS.
