Do you intend to charge Tax to people in Canada?

If so, edit your Taxes and set the Priority to 1 on them ...

See if it works better now that the default currency is set to:
1.00

NOTE: If you intend to charge Taxes on your Canada orders, you need to see all of the Priority settings to 1 not 0 ...

Ahh, that's a lots better.

What did you change? what was wrong?

In the Localization ... Currencies ... you had CAD set to some number like 1.10 ...

As the default currency that needs to be 1.00 ...

Then I ran the update so the other values would update ...
