Can not edit shipping module

I have upgraded , it seems everything went smoothly,
the only problem I have when I go to Modules->shipping
I can see 'modules' 'sort order' 'action' it is widely spread on screen when I click on any shipping modules I can not see the right side to make edit on each module, , other option like "payment' works fine
where can I fix this ?

You've caused yourself a PHP error, either by putting bad files on the server, or by renaming old files but keeping the .php extension and thus causing errors.
