Migrate from local to server

I had a site on my server that worked okay with V1.5 I did a lot of updates, modifications and added products to an install i had on my localhost. I removed all the files from the server and uploaded my files with the neccessary changes in the config files and also created a new Db with the same name as the one i was using on my server and imported with sql. I ran fix cache key. The site seems to be workinjg properly but when i go to look at a product and select add to cart the item is not added to the cart. I have tried IE8, firefox and google chrome and none of these will do it. Does anybody have an idea what this could be caused by ?

Umm on yoiur main page if I click on one of the featured or new products I get the following

CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers.

I am also getting this warning

Warning: The SQL cache directory does not exist: D:/i*******************/cache. SQL caching will not work until this directory is created.

Which kind of makes my next question moot

have you checked your cache directory

dev.mysurplus.ca/cache for any debug logs

Have you tried the followin

1) Turn off the rewriting url thingie
2) Switch to the classic template and see if the issue keeps happening
