Is it possible to do this? With only a few sub-categories, I would like to show the 'what's new' centre box below the sub-category icons. or 'featured'.

Zencart does that by default. Check your settings in Admin - Configuration - Index Listing

configuration-index listing
set the value of "Show New Products - below Product Listing" to 1,2,3,or 4.if set 0,means close.
