Site-Wide Important Message

I've searched a bit for this and my search results just pull up things for site-wide discounts and such. If this has been answered already I apologize but I can't seem to find anything.

Basically I am going on vacation and need to let all my customers know orders will be delayed during that week. I already updated the shopping cart page with this information but I've already had people this week not notice it at all. What I would like to know is if there is an add-on or some change I can make that will easily display important information on each and every page or at least on all product pages that I can display prominently. This seems like it would also be helpful for me to have for other important information or news and such.

Does anyone know of anything that will work for what I need? Also, I would like avoid traditional popup windows since they are usually blocked, but those little windows that aren't technically a new window are fine since they always popup anyway. Kind of like those ones on sites where they popup asking if you would like to chat with a representative or something like that would work. But to be honest, anything that I can actually get my customers to see and hopefully read prior to making their purchase would be great.

I would probably use Zencart's banner feature and place the banner in header position 3, which would display it at the top of the center column on every page.
