I copied my settings, removed, installed, and reconfigured the USPS shipping module and the problem still occurs. I also emailed USPS to see if I have international permissions and that I was on a production server and they said yes. This is what they sent me:
"Thank you for contacting the USPSŪ Internet Customer Care Center in regards to your web tools account 401JUSTA4594. I will be more then happy to assist you.
I am very sorry for the problems you have encountered. I have checked on your account and it is on the production server and you do have the internationl permissions.
I would recommend in order to resolve this issue getting in contact with Zen Cart to make sure that they have included the international coding into your sitem"
Do you have any other suggestions on what to do?
