Sudden 403 Error with FCKeditor

I'm just helping out a friend ...

They are suddenly getting a 403 Forbidden error when trying to use the "Define Page Editor" to update the home page of the cart. I don't have any idea where to look to resolve this issue for her. (The site designers went out of business).

The text editor in use here is the FCKEditor 2.5.

So ..

How should I start trying to troubleshoot this error and do you think its a serious security issue?
