Creating multiple shop/cart under one cart

Hello,

We currently are looking to integrate to a new E-commerce cart solution. There are a couple of queries, I was thinking you can help with before we make the plunge:
1.We wanted to add few functionalities:
(a) Providing users of our system to open their own shop(for selling products).
(b) Allowing users complete control of their shop but they can't access anything else (i.e. authorisation issues).
(c) Building an API for external users to use our shop.

Can these be implemented on Zen-cart?

In short, no. Zencart isn't designed as a 'mall' script.
