Shopping Cart / Shipping Estimator

My site was just upgraded and I am trying to figure how to customize my shopping cart page. The shipping estimator is on the shopping cart page, it is not the pop up estimator.

I would like to add a few spaces, then a thin line below the paypal button. I want the Estimate Shipping Costs to appear below the line.

Any help would be greatly appreciated.

Add the following statement to the bottom of your /includes/templates/YOUR_TEMPLATE/css/stylesheet.css:
