I need to make changes to several of my email layouts by editing the files in /{home}/email. Is there any way I can preview/test layout changes without creating fake orders and customers in my shop?

Sure. After you write/create your newsletter in your Admin>Tools>Newsletter and Product Notifications Manager, you will see a "Preview" button on the top-right.
