Could you turn on your Debug log in the USPS shipping module and try shipping again and post the debug log created in the:
/cache
NOTE: I am pretty sure that version puts the logs in /cache ... if not try /logs ...
Also can you post what you see in the right panel when you click on the Modules ... Shipping ... USPS shipping module?
