USPS - The ounces field must be less than 5 digits

Problem:

Customer in Canada cannot get past Step 1 of checkout.

On the Step 1 of 3 Delivery information checkout page the following is displayed:

shipping Method:
This is currently the only shipping method available to use on this order.
United States Postal Service -
-2147218052 - The ounces field must be less than 5 digits

Details:

-Zencart 1.3.9h
-USA based website.
- Shipping is set up with USPS being the only International option, with Global Express Non-Doc Rect, Express Mail Int, Priority Mail International, and First Class Mail Int Parcel services offered.
-Shipping weight of customer's order is 1.9 pounds
- Address is located in New Foundland, Canada
- USPS module is set to accept "All Approved" zone.
- "All Approved Zone" includes United States (All Zones), Canada (All Zones) and various other countries.
- USPS Module updated to version * @version $Id: usps.php 18348F 2012-01-22 01:22:00Z ajeh $ and installed in the active template as well as the default template folders.
- Item being purchased does NOT have Free Shipping.
- Orders Total module ot_shipping configured with "Provide Free Shipping For Orders Made" set to national

Any troubleshooting assistance will be greatly appreciated.

SELF ANSWERED ISSUE

This issue was fixed by changing the "decimals" setting to "2" in Admin -> Modules -> Shipping -> United States Postal Service
