countries aren't showing in zone definitions

This is on a cart that the customer may have done something to screw it up but I don't know where to start at the moment. He had set up tax rates for US and for international - which of course isn't correct. I tried to add New York and when I get to the screen where you are supposed to choose the country for zone definitions there is nothing in the drop down. So somebody's done something in the database maybe?

Which tables are we talking about if so? I can just upload the original rows to fix.

Understand, I've not gained access to the database, I may be able to figure it out if I get in there but just in case someone knows the answer, I would be grateful.

If countries aren't showing up anywhere, then they are not in the countries table.

There are 4 tables that have relevance to Countries and Zones settings

countries
geo_zones
zones_to_geo_zones
zones

PS: (and the tax RATES table also then has an association with the geo_zone)

yeah, I figured it out for that guy and fixed it thru the database instead. not a usual situation.

Im having the same problem, the Countries drop-down menu is empty, so I can't chose a country. How exactly did you fix this??

Did you add in new zone definitions? If not and you want a drop down, you have to make that change in your admin. Configuration > customer details - state show as dropdown.

My client made some changes to correct this particular problem that I posted about.

Yes, I added a new zone definition but I can't chose one country only because the Country list doesn't list any countries.
Configuration > customer details - state show as dropdown is True, but still no countries in the Country list in Zone Definition.

Never heard of the countries not showing up. Were they showing before you added the new zone?
