Change Default Shipping Method Display to Table Rates?

We have two shipping methods installed - Table Rate and Zones.
The Table Rate is set up for only the lower 48 States & DC. Zone Rates are set up for US and International.
This was done so the shipping rates could be set higher for HI, AK and US Territories.

When a product is added to the cart, the Zone Rate shipping is the default shown. I assume this is because until a customer specifies their location, it is showing the only shipping method with no shipping zone restrictions.

Problem is, this makes our shipping look REALLY high at first glance.

Is there a way to make the display default to the Table Rates method?

You could customize the language file for the shipping estimator using your templates and overrides and change:

define('CART_SHIPPING_QUOTE_CRITERIA', 'Shipping quotes are based on the address information you selected:');

to read something more descriptive to explain additional quotes once the address is updated ...

I changed all the text as a temporary fix as soon as I saw what it was doing.
I was hoping there was a way to change the default display or set it so no method displays automatically until they enter their State and zipcode. Is that a possibility in the alternative?
