Configuration My Shippin & Tax For India ( Local ) & Other Counties ( International )

My zencart version is : v1.5.0 .
I am trying to set shipping for my cart as follows :

Goods to india : Rs.25/- as shipping ( including tax )
Goods aoutside India : Cost + 15% custom duty + Shipping
I have used Zone Rates module .
For India i have set Rs.25/- successfully but i am not able to solve For international .
I want to add 15% custom duty which totally i am unaware to put it down ????

Now the problem i am getting is :

1 ). How to add custom duty for other countries .
2). I am getting shipping for some countries . For eg. I have put canada in 7th zone declaration in module ....but not getting shipping for it . ??????????????
3).For those countries i am geting , getting some strange value calculated for ex : if it is 2929 its showing 20929 , if it is 1678 its showing 10678 ..... i dont know why its taking 0 extra and from where .
