Hi,
zencart version is 1.3.7
The paypal express checkout integrated on the site but it gives the error "shipping address country empty". I have install the below patches given in the http://www.zen-cart.com/showthread.php?56216-Patched-PayPal-Express-Checkout-and-IPN-module-for-v1-3-7 for upgrade the paypal.

I think,it would be much better to upgrade from 1.3.7 to 1.5 or 1.3.9h
focus on the open source for online shoping website.

The fixes you seek are built-in to newer versions of Zen Cart. Your version is more than 5 years old and is no longer supported by patches. The "patch" you need is called v1.3.9h. And even better would be v1.5.x
