That doesn't look anything like the UPS module that comes with Zen Cart v1.3.x
Zen Cart auto-selects "the cheapest" shipping option based on the price, not based on what method it is. So unless you've added custom code to bypass the selection based on cheapest shipping price, then the change you're talking about will be a result of you changing the prices somehow.

I didn't alter or add any code while I was using it earlier. It's possible that the previous employee may have changed something but it had been fine until I removed and then reinstalled the other shipping modules. I noticed that the order that it displays on our site (the picture in my first post) is the same order as its listed on the admin sites shipping modules section.
Could it have something to do with that even though it was in that same order before I messed with it?
also when I install orange (3 day shipping) it gives me this error
1062 Duplicate entry 'MODULE_SHIPPING__COST' for key 2
in:
[insert into configuration (configuration_title, configuration_key, configuration_value, configuration_description, configuration_group_id, sort_order, date_added) values ('Shipping Cost', 'MODULE_SHIPPING__COST', '5.00', 'The shipping cost for all orders using this shipping method.', '6', '0', now())]

I'm not sure if that has anything to do with it or not.
I'm sorry I'm a new employee so I'm completely new to zen cart :/
Looks like you're dealing with multiple cloned shipping modules and that there are problems in the cloning process.

What shipping module(s) did you clone?
It looks like you have errors in them ...
