UPS Shipping error (for France, Metropolitan area)

One customer sent us a message regarding their failure to checkout on our cart because this error is appearing on Step 1; choosing a delivery method and displaying shipping quote/rate:

We are unable to obtain a rate quote for UPS shipping.
Please contact the store if no other alternative is shown.

We tried changing the max shipping weight to 150 like what I found on other threads but it still didn't work. I'm not sure if this doesn't work on other countries. We tried on a few non-US countries and they're working.

France is working... hmm, what if we'll just remove or hide France, Metropolitan from the option? We've found somewhere that UPS isn't calculating from France, Metropolitan.

Oops, I realized that even France don't work. I deleted France, Metropolitan and thought of checking if France actually works (which I initially thought was working) and it's not.

France should be working ... be sure you edit the customer account address and ensure that it is properly set to France ...

Set your Maximum weight back to 50 (the default) or 70 the highest you might get a quote from USPS with ...

What is your Ship from?

What is your Ship to?

What is the weight of the order?

What are all the settings in the Configuration ... Shipping Packaging?

What are all the settings in the Modules ... Shipping ... when you click on USPS and look in the right panel?
