Default changing the encoding to utf-8

hi guys, i have this very frustrating issue to resolve i am setting up this website which should be in Bulgarian. i have read all the threads discussing this issue, have changed the collation of the database, tables and fields and the charset in all files. Still when i try to change the categories name in the sidebox or change text in any .php the text looks like this ?????

If i download the file, save it in utf-8 and upload it again, the text appears ok, but the mainframe and the frames of the sideboxes are moved frantically. Any suggestions how to resolve this?

the url of the website is www.avtojanti.com

Also, the pages are missing from the drop down menu in the Define Pages Editor option. This is a fresh instal of 139g with template by Picaflor Azul. so if someone could tell me what's wrong i will greatly appreciate it!

    Install v1.5.
Get the latest Bulgarian language pack and convert all the files to utf-8 encoding (there are free bulk-encoders available).
    Install it.
Compare the file structure and CONTENTS to the english file structure and contents (use Beyond Compare).
Delete any files and constants/defines that do not exist in the english version.
Add the new files and constants/defines that are the english version. You don't have to translate them if you don't want (ie for admin files), just make sure they exist.
When all is working ok, upload your files as the new Bulgarian language pack.
