Creating Sub categories

How do I add a category, subcategory or product?
For instructions, please refer to the following;
Creating a category
Login to your admin panel, point your cursor at Catalog in the top menu. Choose Categories/Products from the drop down menu.

On the next page click the new category button. When I get to here there is no NEW CATEGORY BUTTON IT SAYS 'BACK OR NEW PRODUCT' IT DOES NOT SAY NEW CATEGORY BUTTON, so what do I do from here???? So I cannot go any further, please help if you can... Thanks
On the next page fill in:

enter the Category Name
categories description
upload an image if desired
enter the sort order
click the save button

Do you already have products created in the category in question or in the Top category ? You can have products or subcategories in a category, but not both.
