is customer login page controlled from admin area in 1.5?

I just upgraded one of my sites to 1.5 and I have another site that started out with 1.5

In the upgraded site, when I checkout without being logged in I am presented with a page that requires me to create a zencart account

With the other site (non upgraded, used fresh install of zencart 1.5) when I do the same, I am presented with a page that the user can login, go to paypal, or create an account

I do not recall installing any mods or plugins to make this happen

I have compared admin settings in both, but do not see anything different in this area of interest.

In 1.5 is there some admin setting that controls this?

I have attached a screen shot from both, the one in maintenance mode is the upgrade

The "split page login" that you're referring to is enabled in either of two ways:

a) turn it on in Admin->Configuration->Layout Options-> Use split-login page

b) enable PayPal Express Checkout, and the "split page login" is used regardless of the above setting

Did you compare your settings for Modules->Payment->PayPal Express Checkout? I'm pretty sure that there's a setting in there that enables the PayPal button on the logon/create account screen.

pay pal was already set as required
