Did you ask WHY?

the reason is that paypal Express Checkout need Business account but paypal Website Payments Standard need only Premier account. and Now we only has the Premier account

any thead or document tells Express Checkout support premier account? I had saw some chinese theads ,some said that Express Checkout can use premier account but some said not support. And my boss said not.

Can you give me some believable thead ?

For the last 8 years I've consistently seen PayPal say that Premier accounts can use Express Checkout just like Business accounts can.

Have you even tried it?
Simply set up the API signature+password keys that you would as if you had a Business account. Use those credentials in your ZC EC module settings, and payments will work.
