For the last 8 years I've consistently seen PayPal say that Premier accounts can use Express Checkout just like Business accounts can.
Have you even tried it?
Simply set up the API signature+password keys that you would as if you had a Business account. Use those credentials in your ZC EC module settings, and payments will work..
