Sorry Linda,
I didn't wrote it because the problem as the settings are identical to Diva's. I configured it exactly as described to reproduce the error.
Anyway here the data:

Zencart 1.51
MySQL 5.5.24
PHP/5.4.3

What is It not clear about Zen Cart version?

Could you go in your Zen Cart Admin to the Tools ... Developers Tool Kit ... and in the bottom input box enter:
zones.php

and select Catalog from the dropdown and click Search ...

What are the paths and lines that come up on this search?

What is your Ship To and Ship From and the weight being tested?

Ship to = Italy
Ship From Italy
Weight= 1

Error is generated

If I use an address outside Italy (simply selecting a different address in the adresses book):

Ship to= France
Ship From= Italy
Weight=1

Error is NOT generated

There are only 2 module installed and with green dot:

Zone Rates

Flat Rates

I've removed all the other modules.

Just to point it out, should it be just an error in the declaration of a variable? I've searched similar error and the only reference I've found is that when that error is generated an argument of foreach() is not an array (It's just a try)...

If you are shipping from Italy and to Italy why would you want to ignore Italy on the shipping module?
