Can this be done: the 'store owner' manually creates shipping based on customers cart

Not totally sure how to state

The subject should have been manually calculates shipping ...

1. A (registered) customer puts items in his/her cart

2. Customer then contacts the store owner asking 'how much is my shipping?'

3. The store owner (admin?) looks at what the customer has in his cart.

Optionally printing it out ?

4. The store owner emails the customer back stating what the real shipping cost is going to be.

5. At this point maybe updates the shipping. The store owner "over rides" the calculated shipping.

6. The customer says "OK?"

Step 5 could be done after 6.

The customer finishes and pays.

So can this (these things) be done ?

- Can the owner/admin read a customers current cart contents ?

- Can the owner/admin can override the calculated shipping amount ?
