Default Tax Inconsistencies and Test Environment Emails

A few weeks ago, a customer using our Zen Cart setup made a purchase. It worked, but the tax (which was displayed in the confirmation email) was not included in the final total. This is a rare problem that I have been tasked to look into. The code doesn't have any readily apparent flaws that would explain this. If anyone has heard of a similar problem, I'd be grateful to hear any leads on it.

In my attempts to troubleshoot it, however, I have run into a problem setting up a test environment to replicate the behavior. It's a Windows XP box with XAMPP installed, and the whole thing is running quite well, but I am not able to get email to work. I have set up an email service in IIS, I have attempted to use MiniRelay, a program that is supposed to act as a portable smtp server, and I have tried using my own personal gmail account for the purpose. It says it's sent the email in all three cases, but the email never arrives.

Please, I would be most appreciative of any advice anyone can share.

    1. Are you REALLY using v1.3.7 as you said?
v1.3.7 came out in 2006. There have been 6 years of improvements, bugfixes and especially security fixes, since then.
