What are your settings in the Configuration ... Shipping/Packaging ...

figured it out.. i just put US,USA and it looked like it worked

You should not need to use USA ... if you do, then it sounds like you have changed things on the 2 character ISO code as Zone Rates zones runs of of the 2 character ISO codes not the 3 character ...

it seems like if its under a certain weight it will work... if its over a certain weight it wont work... hmmm

I am not sure how to advise you as the Zone Rates zones shipping module works off the two character ISO Code ... unless something was touched in the code, it is not designed to even know about anything but the two character ISO code for countries ...
