Shipping module question

Hello,

I am having the following issue:

I am trying to have 2 shipping modules:

1) Get free shipping if user has a total order of over $20

2) Specific products should be excluded from the free shipping and always have a shipping fee charged per weight.

Point is that some items are very heavy and should not qualify for free shipping even if a specific order amount is achieved.

Can this be set up in zen cart?

What shipping methods are you using?

Do these Products that should never allow Free Shipping over $20.00, about how many Products do you have like this?
