Do you mean the maximum number of items, or the maximum value ?

total order quantity, not no of item.

Have a look at these two plugins
Maximum Amount Allowed In Shopping Cart
which hasn't been updated for 1.5 - but was originally a development of this one
Minimum Order which has been updated (I'm guessing the change required to turn this into a max order value shouldn't be much more than changing < to >)
