Need help on shipping zones

I am unable to understand how shipping works in zencart. What I want to accomplish SHOULD be simple yet, it seems that in zencart you can only have one rate to the entire world. I want different shipping rates based on where I am shipping to. Is there a way to do this?

More specifically, I am only shipping to the US from the US but want to divide the country into 6 sections and have a shipping table based on weight for each of those 6 zones.

I have installed several shipping modules and NONE of them have a way to specify which zone gets which rate. They just want the weight and rate and ignore anything having to do with the location that it is shipping to.

What am I missing here?

I have setup zone definitions for western us, central us, and eastern us and added the appropriate states to each one. How do I use this for shipping?

I would appreciate any help anyone can give.
